Research Journal Exposes Population Control Fraud

WASHINGTON, DC – A legislative battle of “David vs. Goliath” proportions over the issue of a $191 million funding cut for international population control is recounted in the soon-to-be released issue of Population Research Institute Review, a bimonthly publication of the Population Research Institution (PRI).

The May/June issue details the efforts of the International Planned Parenthood Federation (IPPF), Population Institute, Population Action Council, and the Alan Guttmacher Institute (AGI) who waged a Madison Avenue type PR campaign to restore funding cuts for the U.S. Agency for International Development (USAID) made by Congress in January. Despite the fact that the population control coalition is tantamount to a multinational corporation and heavily funded with tax dollars, it was outflanked and outmaneuvered by PRI, a relative newcomer on the Capitol Hill scene.

PRI published a research study which demonstrated the erroneous statistics and assumptions of an AGI study commissioned by Senator Mark Hatfield (R-OR). Legislation he introduced to restore the funding was based on the AGI study. PRI also issued a report outlining the IPPF goals, as stated in its “Vision 2000” plan, to make abortion on demand the international norm .

Following the congressional vote, each of the major population control groups issued a statement denouncing the action. The director of the IPPF Western Hemisphere Region, Dr. Hernan Sanhueza, said it “reversed 42 years of progress in the population field.”

Steven Mosher, Executive Director of PRI and a leading expert on China’s one-child policy, praised Congressman Chris Smith’s (R-NJ) efforts in engineering the legislative outcome, which is viewed as a tremendous victory for the pro-life movement. “Congressman Smith went to the mat against the behemoths of population control, and won,” Mosher said. “This is just the beginning of our campaign to dismantle the funding for these groups while we report on how these funds are actually being used around the world for coercive, anti-women programs.”

Six times a year the Population Research Institute Review releases breaking news and exposes on a host of issues related to population control. The circulation of the journal has nearly doubled with each issue. The May/June issue, available May 15, also includes reports on:

Here are the facts on the recent legislative battle over population control budget cuts:

  • Since President Clinton took office, population controllers have scored a staggering 79 percent increase in funding, up from $325.6 million in 1992 to $582.7 million in 1995.
  • In January, 1996 a coalition of congressmen concerned about the wasteful and anti-life character of these programs took action, resulting in a $191 million cut in population control funding from the budget of the U.S. Agency for International Development.
  • In March, 1996, Senator Mark Hatfield (R-OR), the Chairman of the Senate Appropriations Committee, suddenly moved to reinstate the funds, despite having earlier agreed to the cuts. His principal reason for doing so was a study by the Alan Guttmacher Institute — commissioned by Hatfield himself– which claimed the cuts would cause an enormous rise in unwanted pregnancies and abortion.
  • The Population Research Institute responded, issuing a study of its own which demonstrated that the AGI statistics were static and flawed and its assumptions erroneous. At the same time PRI released a report on IPPF, whose mission is to make abortion on demand the international norm, and which misuses U.S. funds for this purpose.
  • While the Senate accepted the Hatfield amendment to restore the January cuts, the U.S. House of Representatives remained committed to the cut. In late April the issue was resolved in favor of the House.
